Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the presentation of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been defused. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: an extensive attack of aerial bombardment on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of conflicting incidents captured the grim essence of the recent timeframe. By day, diplomatic battles are fought: positive announcements are released from various governments. Considerable effort is expended on containing specific proposals. By night, Moscow clearly shows the world that, for them, military action persists as the key method for achieving "resolution".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is capable of detecting missile launches from enemy soil, a capability provided through timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been dispatched to counter approaching guided weapons streaked across the sky – sophisticated military planes supplied to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems engaged: multiple launches targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, most likely provided by Western nations. Every deployment creates sudden vibrations, causing tremors. The instant of fear quickly gives way to resigned acknowledgment: possibly the hostile projectile won't strike its target this time, sparing the city from devastation and another blackout.
Persistent Threats
Not long after, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a rapid response unit – most likely imported technology. Sadly, the shots failed to hit the enemy aircraft – it maintained course toward its destination.
Periodically, this carried on until dawn. Kyiv faced the early updates: multiple fatalities, destruction and infrastructure problems in numerous residences as a result of the evening attack. As customarily, everyone still maintained normal activities – experiencing conflict. But those 24 hours encapsulated Ukraine's essential dependence on external assistance – a reliance that regional partners are clearly incapable to replace in the short term.
Failed Diplomacy
The detailed framework from US administration provoked deep reactions, controversy and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new approach from Washington follows the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually win the battle. This trend will, undoubtedly, endure.
Political Considerations
It is convenient to criticize specific actors of consistently pushing Russian terms. But that does not seem to be the complete picture. Washington works based on a principle understood by seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The American government believes that it is impossible to compel Moscow to surrender the land that it already controls in Ukraine's southern or eastern regions.
The challenge is that while recognising this factual reality, Washington does minimal to deter Moscow, through statements or actions, from believing that the status quo will not evolve additionally in its benefit in the coming year.
Divergent Views
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its supporters are nearing depletion. Their reason to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to stop fighting, but they will continue as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but avoiding a total frontline collapse until situations evolve in its advantage.
Existing Situation
Realistically, there are no genuine requirements for a armistice. Now, individual motivations are entering the equation: leadership ambitions to mediate resolution and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unacceptable, so that their attention does not switch to homefront challenges. And although their mission will now be much harder after latest incidents, it remains very improbable that this will modify their basic position.
These opposing factors are driving the talks.
Assessment and Future
It took a only one week to terminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, recent disclosures, all served their function.
While new initiatives based on old ideas are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, primarily depend on sustained allied backing.
